This can be used for things like running training courses, engage a specialist to help with governance, accessibility or marketing, or for small equipment purchases.</li><li>$1,000 contribution towards an event of their choosing, ideally within the club or orgnaisation they volunteer with, where the certificate and trophy will be presented by the Mayor or their representative, This could be at the club end of year wind up, a social gathering or fundraiser. <h1>Award-Winning Inspiration</h1>The Multi-Unit Dwelling (MUD) Party builds on the City&rsquo;s nationally recognised Street-by-Street initiative, winner of the 2024 WasteSorted Awards for Community Engagement. It brings that same energy and innovation to the often-overlooked world of apartments and shared housing.<h2>What is the MUD Party?</h2>The MUD Party is the next evolution of the City of Kwinana&rsquo;s award-winning Street-by-Street program, this time tailored for apartments, units, and complexes.MUDs often face unique challenges with shared bin systems, space constraints, and higher contamination rates. The MUD Party was created to meet those challenges head-on, with the same community spirit, face-to-face fun, and practical education that made Street-by-Street such a success.<h2>Why We Created It</h2>The three-bin system is now available to most homes across Kwinana, but not all.Multi-unit dwellings (like apartments and unit complexes) were left out of the first rollout. That&rsquo;s because they face some tricky challenges: <ul><li>High contamination rates: In shared bin areas, it&#39;s more common for the wrong items to end up in the wrong bin.</li><li>No clear responsibility: Everyone uses the same bins, so it&rsquo;s hard to know who&rsquo;s doing the right thing (or the wrong thing). That makes it harder to improve habits.</li><li>Not enough space or clear sign: Bin areas are often small, confusing, or missing labels, so residents don&rsquo;t always know which bin is which or what goes where.</li></ul> This program is here to change that. We&rsquo;re working directly with these sites to improve their bins, reduce contamination, and help residents get it right. <h2>What Happens at a MUD Party?</h2>The MUD Party brings everything you loved about Street-by-Street - but designed specifically for unit complexes:<ul><li>Live &lsquo;Face Your Waste&rsquo; bin audits: The Waste Team will go through your complex&rsquo;s bins with residents and give personalised feedback on how to improve sorting. It&rsquo;s a hands-on, practical way to learn what goes where, and what doesn&rsquo;t.</li><li>Games, giveaways, and prizes: Enjoy fun activities and freebies.</li><li>Talk directly with City staff: Meet friendly team members from Waste, Community Safety, and other departments. Ask questions, share ideas, and learn about the services available to your complex.</li><li>Build stronger neighbour connections: Did you know that simply knowing your neighbours is one of the best ways to improve local safety? Start a WhatsApp group or Facebook chat, share updates, and build a stronger sense of community where you live.</li></ul><h2>How It Works &ndash; Step by Step</h2> 1. Audit and AssessmentWe visit your complex to review how the current waste system is working. We check bin types, look at contamination levels, and identify where improvements can be made, whether it&rsquo;s more bins, better signage, or clearer instructions.At the same time, we&rsquo;ll carry out a Crime Prevention Through Environmental Design (CPTED) assessment. This looks at how the physical environment affects safety and comfort. Recommendations might be as simple as trimming a hedge to improve visibility or adding a light to deter antisocial behaviour.2. InstallationWorking with your strata manager or board members, we organise a full bin store makeover. This can include new bins, clear signage, floor markings, colour coordination, and other tools to make waste sorting easier for everyone.3. The MUD PartyNow for the fun part! We bring our community pop-up event right to your complex. You&rsquo;ll get to see the results of the initial audit, you&rsquo;ll meet neighbours, connect with Council staff, and get involved in hands on learning about waste, safety, and community connection.4. Follow-upA few weeks later, we&rsquo;ll return for a final audit to see what&rsquo;s changed. Street-by-Street - MUD Party

<div class="aw-layout aw-full-width wysiwyg"><div class="uk-container uk-container-center">The Kwinana Council adopted the Kwinana Loop Trail Master Plan on 26 October which will use a phased approach to upgrade the popular trail to a shared use path for walking and mountain bike riding.The upgrade of the Kwinana Loop Trail has been identified as a major project in the City&rsquo;s Strategic Community Plan, delivering social and physical wellbeing opportunities.Mayor Carol Adams said understanding the community aspirations for the Kwinana Loop Trail has been fundamental to the development of the Master Plan.Extensive consultation was completed in September and October 2021, and further consultation will take place at the detailed design stage.&ldquo;At completion, an upgrade of the Kwinana Loop Trail will provide an economic benefit for Kwinana with local tourism, day trippers and employment opportunities located at the hubs of Sloan&rsquo;s Reserve and the Northern Trail Hub,&rdquo; Mayor Adams said.She said the vision for the Kwinana Loop Trail Master Plan was to offer locals and visitors an accessible and immersive trail experience which showcases the layers of history evident and distinctive features of the Swan Coastal Plain.&ldquo;Opportunities to tell the stories contained within the landscape will be maximised through an upgrade of interpretative signage along the trail and at key visitor sites such as Sloan&rsquo;s Cottage, WW2 Radio Communications base and Wilki Karda / Chalk Hill, Wildflower Reserve and Leda Nature Reserve as part of the Master Plan.&rdquo;Land tenure, zoning and environmental complexities have been identified as part of the assessment process in the Master Plan and will require a high level of negotiation and the development of management agreements with various State Government departments.The phased project is estimated to cost $11.45 million in total to bring it up to a Class 2 walk and Easy/Green Mountain Bike classification with a consistent hardened surface where possible, with the initial phase less than $3.4 million.The City has sought funding from the State Government and other funding sources and anticipates the community will see trail upgrade works commencing in 2026. </div></div><div class="aw-layout addthis-wrapper"><div class="uk-container uk-container-center"><div class="addthis-togglewrap" tabindex="0"><div class="aw-layout-header"><h2><a class="addthis_button_twitter at300b" href="https://www.kwinana.wa.gov.au/council/news/2022/november/kwinana-loop-trail-upgrades-to-a-tourism-destinati#" title="Twitter"></a></h2></div></div></div></div>

Invitation to Comment on the Draft City of Kwinana Urban Forest Strategy 2024 - 2044The City of Kwinana Draft Urban Forest Strategy was adopted by Council for public consultation on the 11th of December 2024. The Boola Maara Aboriginal Consultative Committee were engaged to review and provided comment on the Draft Urban Forest Strategy at their December 2nd 2024 meeting. The Community is now invited to comment on the Draft Strategy over a four week consultation period, closing Friday June 6th, 2025What is an Urban ForestUrban forests can be defined as all vegetation growing within the urban environment. This consists of two categories: the understory, such as shrubs and hedges up to 3m, and the tree canopy, which is any vegetation above 3m.(Better Urban Forest Planning, WA Department of Planning, Lands and Heritage, 2018).<h2>Purpose of the Urban Forest Strategy</h2>The City of Kwinana&rsquo;s Draft Urban Forest Strategy 2024&ndash;2044 outlines a comprehensive, long-term plan to expand, manage, and protect the urban forest on both public and private land. This strategy aims to enhance livability, mitigate climate change, and provide social, environmental, and economic benefits for the community through strategic management of urban trees and green spaces. The Strategy&#39;s vision is to create an urban forest canopy that is evenly distributed for the benefit of everyone and manage it to remain a sustainable and resilient asset for our communities. The urban forest strategy will:<ol><li>Guide the protection, management and growth of Kwinana&#39;s urban forest</li><li>Set data driven goals and targets</li><li>Provide clear direction to achieve targets and goals through actions.</li></ol>Current Canopy Cover and Our Vision for the FutureThe City&rsquo;s current canopy cover is 19.8%, which places us in a strong position compared to the Perth metropolitan average of 16%. However, certain areas have significantly lower tree canopy coverage, and urban growth and climate change pressures present major challenges in maintaining and expanding the urban forest.The Draft Urban Forest Strategy considers ambitious, yet achievable 20-year canopy cover targets aimed at increasing coverage to mitigate the urban heat island effect and enhance environmental resilience. The targets are based on different land-use zones and represent the best-case scenario considering geographical location and available funding. The targets for the future urban forest are:&bull; Residential areas: Increase from 14.7% to 18.3%&bull; Industrial areas: Increase from 6.6% to 9%&bull; Public open space: Increase from 24% to 30%&bull; Overall canopy cover: Increase from 19.8% to 22.6%.Achieving these targets requires planting thousands of new trees.Benefits of an Urban Forest <img src="https://s3-ap-southeast-2.amazonaws.com/ehq-production-australia/2bfcf5e06a649c529cae01b6a29abf1df777fba4/original/1745383358/1cdfe1c972251949000b13683fd45ab1_UFS%20Benifits.png?1745383358" style="width: 966px;" class="fr-fic fr-dib"> How much will it cost?The Draft Urban Forest Strategy provides detailed financial projections for tree planting, maintenance, and canopy management. Over the 20-year period, the City will need to invest strategically to ensure the success of the urban forest, with funds allocated for tree planting, community engagement, and monitoring technologies. A comprehensive education, engagement and communications plan has been developed as part of the Strategic Community Plan to seek community feedback in achieving these goalsThe Strategy is set to begin implementation in the 2026/2027 budget, with an initial allocation of $250,000, followed by annual increases. The pace of investment will depend on the community&rsquo;s preferred timeline for achieving the targets. At a slower rate, approximately 50% of the target tree plantings will be completed within 20 years. Alternatively, a faster approach can be taken to achieve the full planting target within the same timeframe. Full canopy coverage is expected to be reached 10 years after planting.Are there any ongoing costs? Yes &ndash; however, these costs are factored into the annual increase required to deliver the strategy.Is this a community priority? Yes! The intent of the Draft Urban Forest Strategy is part of the communities desire for improved streetscapes, parks and natural areas that reflect the importance of tree conservation and good environmental management. The City of Kwinana Events Participant Experience Group (EPEG) was established to provide a means for the City to gather a genuine user insight to the planning and delivery of our major events. The Group will be tasked with advocating the events to the broader Kwinana community, as well as undertaking site audits during events assessing in the following key areas:<ol><li> Site layout including ingress and egress flows</li><li>Signage and wayfinding</li><li>Entertainment and installations</li><li>Quality of service</li><li>Accessibility and Inclusion</li><li>General feedback </li></ol>Members must:<ul class="decimal_type"><li>Reside in Kwinana or be a frequent attendee of City events.</li><li>Be committed to attending a minimum of 3 of the 4 major events delivered throughout the year for at least 1 hour in duration</li><li>Commit to providing honest feedback through the designated channels with a view to help improve the City&rsquo;s event planning and delivery, e.g. surveys, debriefing etc. </li></ul>Group members attending the City&rsquo;s major events will be eligible for one (1) $20 food voucher to be used on the night at one of the attending food trucks and one (1) $50 Wish gift card per event attended. In the instance where a member is a child under 12 years of age, the child will receive one (1) $20 food voucher and one (1) $25 gift card.If you think you would be a good fit for this group, please complete the short form below to express your interest. *Membership numbers of this group are limited. The City is advertising the proposal for public comment in accordance with clause 64 (1)(c) of the Planning and Development (Local Planning Schemes) Regulations 2015.Key points of the proposal are:<ul><li>The proposed McDonalds is intended to replace the existing outlet at the Kwinana Marketplace shopping centre.</li><li>A net reduction of 13 parking bays from the existing allocation of 92 parking bays across the existing site. <h1>Community Safety Matters in Kwinana</h1>Community safety is consistently identified as the community&#39;s number one priority. Starting 1 September 2025, we&rsquo;re launching our Community Safety Survey, which will run through September and October.This survey gives you the chance to share your top three safety concerns in your suburb. We already know that safety is a major concern for many residents, but this survey will help us understand more specific issues and how people are feeling right now.We want to hear from as many people as possible, so the survey will be easy to access. You&rsquo;ll find it at all City-run events in September and October, at places like the Recquatic, Library, The Zone, and Senior Citizens Centre, and you can also complete it online or on paper.Alongside the survey, we&rsquo;re also bringing back the Spring Community Safety Series in October. Last year, we held 35 events over 31 days, and we&rsquo;re planning a similar program this year. These events will include pop-ups and activities in partnership with WA Police, all aimed at helping people learn more about safety in a fun and engaging way. The building was also home to St Johns Ambulance Service from the 1960&rsquo;s. <h1 class="first:mt-xs mb-3 mt-8 text-[1.4rem] font-[475] leading-[1.5em]">Creating a Vibrant Hub of Community Connection</h1>The City of Kwinana is excited to announce the William Bertram Community Hub initiative, a new opportunity to transform the William Bertram Community Centre into a welcoming, community-led space where residents can gather, connect and thrive.Building on the successful Community Hub model at John Wellard Community Centre, this initiative aims to create a vibrant hub that reflects the unique character and needs of the Bertram community.<h2 class="mb-2 mt-6 text-lg font-[500] first:mt-3">What is the Community Hub?</h2>The Community Hub will be a welcoming space where community members can:<ul class="marker:text-textOff list-disc"><li>Drop in for informal gatherings and social connections</li><li>Access community information and resources</li><li>Participate in community-led activities and programmes</li><li>Enjoy a cuppa and conversation in a warm, inclusive environment</li><li>Connect with others in their neighbourhood</li><li>Share skills, knowledge and experiences</li></ul>This initiative is being delivered through an Expression of Interest process for not-for-profit organisations who wish to partner with the City to activate the William Bertram Community Centre.<h2 class="mb-2 mt-6 text-lg font-[500] first:mt-3">Why Bertram Needs a Community Hub</h2>Bertram is a family-friendly suburb with a strong village feel, centred around the William Bertram Community Centre, Ascot Park and the Bertram shopping precinct. Through our community engagement for the Bertram Place Plan, residents told us they value:<ul class="marker:text-textOff list-disc"><li>The strong neighbourhood feel and sense of community</li><li>The convenient location of community facilities</li><li>The potential for more vibrant community spaces</li></ul>However, feedback also highlighted opportunities to:<ul class="marker:text-textOff list-disc"><li>Create more welcoming spaces for community connection</li><li>Provide more activities outside of working hours</li><li>Support local community initiatives</li><li>Enhance the vibrancy of the town centre</li></ul>The Community Hub will address these priorities by creating a space that fosters community ownership, social connectivity, and inclusive participation.<h2 class="mb-2 mt-6 text-lg font-[500] first:mt-3">The Wellard Success Story</h2>The Community Hub concept has already proven successful at the John Wellard Community Centre, where Befriend Inc. has established a welcoming hub that brings people together and reduces social isolation.The &#39;Wellard Community Lounge&#39; provides:<ul class="marker:text-textOff list-disc"><li>A welcoming &quot;community living room&quot; space</li><li>Community information resources</li><li>Volunteer-led hospitality and activities</li><li>Opportunities for informal connection</li></ul>This model has demonstrated how community-led spaces can transform underutilised community facilities into vibrant hubs of connection and belonging.<h2 class="mb-2 mt-6 text-lg font-[500] first:mt-3">What&#39;s On Offer</h2>For not-for-profit organisations interested in operating the William Bertram Community Hub:<ul class="marker:text-textOff list-disc"><li>Free venue hire for designated spaces within the William Bertram Community Centre</li><li>Support from City Officers for information provision and promotion</li><li>Assistance with evaluation tools and measuring community impact</li></ul>Please note that no direct funding is available through this Expression of Interest process. Bertram Street Trees

We&rsquo;re reaching out to gather your feedback on a proposal to improve road safety on Runnymede Gate between Lambeth Circle and Gilmore Avenue, Wellard. As part of our ongoing efforts to make our community safer and more liveable, we&rsquo;d love to hear your thoughts! BackgroundWe&#39;ve assessed Runnymede Gate in response to concerns raised by the local community. Traffic surveys recorded 85th percentile speeds reaching 63km/h, exceeding the 50 km/h limit by 26%, and there is a noticeable &quot;rat-running&quot; traffic pattern, where drivers use Runnymede Gate to bypass arterial routes and avoid busier intersections. Crash statistics show that more than 20 crashes have occurred along above-mentioned segment in the past five years, with 7 crashes resulting in medical or hospital severity. In addition, this segment serves as critical corridor for cyclists and pedestrians walking to Wellard Village. In response to these challenges, the City has secured funding from the Main Roads WA Black Spot Funding program for this project, with detailed design scheduled for the 2025-26 financial year, with construction planned for the 2026-27 financial year. What&rsquo;s Being Proposed? We&rsquo;re proposing to install Raised Road Safety platforms along the above-mentioned segment. While they may add a minute or two to your travel time, the safety benefits for everyone&mdash;drivers, pedestrians, and cyclists&mdash;are well worth it. Share your experienceIt is important that the people that live and work in these areas can share their experience in relation to traffic issues in their local neighbourhood. Following our initial consultation in December 2024 regarding proposed traffic calming measures on Christmas Avenue in Orelia, we are pleased to inform you that community feedback indicated overall support for this approach. We sincerely appreciate your participation in this road safety initiative. The project is currently scheduled for implementation, with anticipated completion by June 2025. Residents will receive advance notification before construction begins. <hr> Thank you for your valuable contribution to the Safety Upgrades to Christmas Avenue project, we appreciate your feedback and insights. The project is officially closed to new submissions, and we are in the process of reviewing all received feedback.We will keep you updated on the progress and outcomes of the review process. Thank you once again for your involvement! <hr> We&rsquo;re reaching out to gather your feedback on a proposal to improve road safety on Christmas Avenue, between Gilmore Avenue and Orelia Avenue, Orelia. As part of our ongoing efforts to make our community safer and more liveable, we&rsquo;d love to hear your thoughts! Background We&rsquo;ve assessed Christmas Avenue in response to concerns raised by the local community. Traffic surveys show that vehicles are travelling at speeds of up to 60 km/h (the posted limit is 50 km/h), and there&rsquo;s a noticeable amount of &ldquo;rat-running,&rdquo; where drivers use Christmas Avenue to avoid busier intersections. This road also plays a key role for cyclists and children walking to local schools and Orelia Park. What&rsquo;s Being Proposed: We&rsquo;re proposing to install Speed humps along Christmas Avenue. The City of Kwinana seeks your feedback on additional safety measures along Marri Park Drive. Marri Park Drive has been a hotspot for hooning and speeding for an extended period, resulting in multiple runoff crashes. While speeding and hooning are primarily law enforcement issues, the City is committed to enhancing road safety for both locals and road users. After thorough investigations, traffic calming measures have been identified as an effective solution to curb these dangerous behaviours. BackgroundThere has been a long history of community requests to install traffic calming on this road to reduce traffic speeds and improve safety. Previously, the City has already implemented centre and edge line markings to narrow the lane width and enhance delineation, which has shown some success in reducing speeds. However, these measures alone are insufficient to deter hooning behaviour. Implementing additional traffic calming measures is necessary to ensure the safety of all road users on Marri Park Drive. The City has secured Black Spot funding from Main Roads WA to help fund the design and construction of traffic calming measures along Marri Park Drive. The Black Spot projects identify road locations where crashes are /or unsafe driving behaviour is occurring or at risk of occurring. Share your experienceIt is important that the people that live and work in these areas can share their experience in relation to traffic issues in their local neighbourhood. We want to insert this knowledge in the design process, to create traffic plans to address local issues. Amendment t to the Mandogalup East Local Structure Plan (MELSP) has been lodged with the City of Kwinana in accordance with the Planning and Development Regulations 2015.Amendment 1 proposes to include an additional 37ha of land within the MELSP as an extension to Florence Estate, and will guide subdivision of the land for residential development.The Western Australia Planning Commission (WAPC) is the determining authority for approval of structure plans. As a local government, the City is required to provide a report to the WAPC.Amendment 1 has been prepared by town planning consultants on behalf of Satterley Property Group (the land owners). Arts and Culture Strategy

Early Years in Bertram 

Amendment t to the Mandogalup West Local Structure Plan (MWLSP) has been lodged with the City of Kwinana in accordance with the Planning and Development Regulations 2015.Amendment 1 proposes to include an additional 24.5ha of land within the MWLSP as an extension to Apsley Estate, and will guide the subdivision of the land for residential development.The Western Australia Planning Commission (WAPC) is the determining authority for approval of structure plans. As a local government, the City is required to provide a report to the WAPC.Amendment 1 has been prepared by town planning consultants on behalf of Qube (the land owners). Amendment 1 to Mandogalup West Local Structure Plan 

The Gilmore Avenue Shared Path Project (Stage 2) is complete and we want to hear from you.The three-metre wide shared path along Gilmore Avenue, which now extends from Thomas Road to Wellard Road, aims to better connect the community and support active travel. The project has been jointly funded by the City of Kwinana and the State Government as part of the WA Bicycle Network Grants Program.The City recognises the benefits of replacing short car trips with more active modes of travel, such as walking, wheeling, riding or taking public transport. Beyond the positive impact on individual health and wellbeing, active travel contributes to reduced traffic congestion and less pollution, fostering a cleaner and more enjoyable environment.Please submit your ideas on what would encourage you to use the path more or what would stop you from using the path. KABWA Adopt-a-Spot ProgramDo you feel frustrated by seeing litter lying around your street, park or local beach? Then why not adopt that spot and volunteer to help keep your spot litter-free. The City has proudly partnered with Keep Australia Beautiful WA (KABWA) to support the Adopt-a-Spot litter program. What is it?Adopt-a-Spot is an anti-litter program that engages volunteers (individuals, community groups, business groups) to undertake coordinated litter clean-ups of designated sites in their communities. We are planning for the future of the Kwinana City Centre!The City is developing a plan to guide how development will look in the City Centre over the next 10 years and what types of activities would be appropriate to meet the needs and wants of the growing community.This plan is known as a Precinct Structure Plan, and it will build on the vision and outcomes of the City Centre Master Plan developed in 2019.Following community consultation in November 2023 and a detailed site analysis of the Centre, the project team have now developed a design concept for the City Centre and would like your feedback!The design concept sets a vision and objectives for the City Centre and includes suggestion for public space enhancements, improvements to the movement network and suggestions for the different types of activities and building types that could be appropriate throughout the City Centre. The City of Kwinana is seeking comment on the Casuarina Central Structure Plan (SP) amendment that has been lodged with the City for assessment.The Casuarina Central Precinct SP (SPN 2235) was initially approved by the Western Australian Planning Commission (WAPC) on 11 May 2021. This proposed amendment to the SP (&lsquo;Amendment 1&rsquo;) represents an extension of the existing SP area (referred to as the &lsquo;Expansion Area&rsquo;), in addition to minor consequential modifications to land within the existing SP area. The proposed modifications to both the &lsquo;Expansion Area&rsquo; and Existing SP Area are summarised as follows:<ol><li>Expansion Area: Expansion of Structure Plan Area to include Lots 1, 2, 23, 24 and portion of Lot 25 Orton Road, Casuarina and designation of land as &lsquo;Residential&rsquo;, &lsquo;Special Use&rsquo;, &lsquo;Parks, Recreation and Drainage&rsquo; and &lsquo;Public Purpose&rsquo;.</li><li>Existing SP Area: Modification to road classification and increase in road reservation width of &lsquo;Major Access Street&rsquo; (18m reserve) west of Primary School and playing fields to a &lsquo;Neighbourhood Connector&rsquo; (25m reserve).</li><li>Existing SP Area: Modification to Landgren Road intersection treatments and classification from &lsquo;Neighbourhood Connector&rsquo; to &lsquo;Major Access Street&rsquo; and removal of any road widening requirement consequently.</li><li>Existing SP Area: Change in land use designation of Local Centre site to Residential (R40-R60). Amendment 1</li></ol>&lsquo;Expansion Area&rsquo;The &lsquo;Expansion Area&rsquo; represents an area of land 21.93 hectares (ha) located between the approved Casuarina Central SP and the Casuarina North SP. Prior to subdivision or development of the land, an approved structure plan is required.As such, this amendment seeks to expand the approved Central SP area to encompass this land.Local structure planning for the inclusion of the &lsquo;Expansion Area&rsquo; has had due regard to district level planning for the Casuarina Urban Cell, including the need to accommodate district hard courts adjacent to the proposed senior planning fields and allow a key north-south Neighbourhood Connector through the Casuarina Cell to support consolidated urban development. Due regard has also been given to coordination of infrastructure between the northern and central precincts through the provision of land for a waste water pump station (WWPS) to service both precincts.The amendment for the &lsquo;Expansion Area&rsquo; establishes a set of land use, development and subdivision requirements to guide the form of development that is consistent with the accepted urban design principles of the approved SP and has clear regard for the identified issues and opportunities that affect the &lsquo;Extension Area&rsquo;. Proposed land use designations and reservations within the &lsquo;Expansion Area&rsquo; include:<ul><li>The existing Costa Mushroom Farm on Lot 1 has been designated as &ldquo;Special Use&rdquo; with a proposed permissible land use of Mushroom Production Facility and to allow an incidental office.</li><li>The western portion of Lot 2 has been designated as &ldquo;Parks, Recreation and Drainage&rdquo; and has a Power Easement notation over the area to support the protection of the Western Power easement.</li><li>A portion of Lot 2 is designated for &ldquo;Public Purpose &ndash; Water Supply Sewerage and Drainage&rdquo; to allow a sewer pump station to support the Casuarina North and Casuarina Central cells.</li><li>The remainder of Lot 2 and the entire Lot 23 Orton Road have been designated as &ldquo;Residential&rdquo; with a proposed density coding range of R25-R40.</li><li>Lot 24 and a portion of Lot 25 Orton Road are designated as &ldquo;Parks, Recreation and Drainage&rdquo; and will accommodate the District Sporting Ground and support the retention of the resource enhancement wetland (REW) on the land including the provision of a 30m buffer around the REW.</li></ul>Existing SP AreaAs a result of detailed planning to include the &lsquo;Expansion Area&rsquo; within the overall Casuarina Central Precinct SP, minor consequential modifications were required to be undertaken to the approved SP.Further investigations of the district movement network associated with the &lsquo;Expansion Area&rsquo; have identified the need to shift the alignment of the neighbourhood connector further west from Landgren Road to a more central location to improve opportunities to coordinate and implement a connection between Thomas and Mortimer Roads. Accordingly, modification to the road classification, intersection treatments and road reservation width from west of Primary School and playing fields from a &lsquo;Major Access Street&rsquo; (18m reserve) to a &lsquo;Neighbourhood Connector&rsquo; (25m reserve) is proposed under this Amendment. As a result of these changes to the district movement network, there is the need to downgrade the classification of Landgren Road to a &lsquo;major access street&rsquo;.In conjunction with this planning, a retail needs assessment also identified that the planned Casuarina Central Local Centre is not expected to be commercially viable in either the short term or longer term and should be removed from the Structure Plan area. Accordingly, the Local Centre is proposed to be removed from the SP area and replaced with Residential, with the density of the lots designated as R40-R60 to align with the surrounding R40-R60 density coding adjacent to the future primary school.No other changes to residential density designations, Public Open Space (POS), School Sites or Service Commercial areas are proposed within the existing SP area.Technical AppendicesTechnical reports relating to the environment, bushfire, odour, transport, landscaping, urban water management and servicing have been prepared as addendums to the original approved technical reports for the &lsquo;Expansion Area&rsquo;. Minor modifications to the original technical reports prepared in support of the approved Casuarina Central Precinct SP have also been undertaken to ensure alignment with the proposed modifications for the &lsquo;Existing SP Area&rsquo;.Submissions Submissions on the proposed Casuarina Central Structure Plan amendment may be made using the Submission Form before 27th February 2024. The updated Policy will guide the location, operation, and regulation of the mobile food vendors and temporary food stalls trading activities in the City of Kwinana. The Policy is administered as part of the trading permits process under the City&#39;s Activities in Thoroughfares and Trading and Public Places Local Law 2011. This will allow new locations to be considered regularly without the lengthy process of Council adoption. The updated Policy will include a set of criteria for determining the trading locations to ensure that mobile food businesses do not unreasonably compromise the amenity of the surrounding residents, negatively impact fixed businesses or pose an unmitigated risk to the safety of the community. The City is now seeking feedback from mobile food vendors and local fixed businesses on the draft <a class="fr-green fr-strong" href="https://www.lovemykwinana.com/90393/widgets/425379/documents/276465">Mobile Food Vendors Policy</a>. This innovative concept seeks to connect unclaimed or donated bikes with students at Orelia Primary School.The Orelia Bike Library stands as a testament to the power of collaboration, as it brings together the City of Kwinana, Orelia Primary School, WA Police and Neighbourhood Watch. The purpose of the precinct structure plan is to coordinate the development of the proposed Wandi District Centre (near the north-east corner of Kwinana Freeway and Anketell Road) comprising of a supermarket, specialty retail, food outlets, tavern, take away food outlets, community centre and residential land on 39.5 hectares of land. The Wandi District Activity Centre will become a community hub which will continue to develop over time. It will create a place for business and social interaction for residents from the surrounding community. The range of commercial uses will also serve the needs of the wider locality. This precinct structure plan has been prepared by town planning consultants on behalf of the owners of Lots 2 (No. 727) and 313 (No. 651) Anketell Road, Wandi pursuant to the City of Kwinana Local Planning Scheme No. 2 and Schedule 2 of the Planning and Development (Local Planning Schemes) Regulations 2015.
