Welcome to the City of Kwinana's Council Plan
The Strategic Community Plan is the City’s guiding strategic document and represents our community’s long-term vision, values, aspirations and priorities and what we will do to achieve them. This document drives the City’s budgeting, planning, resource allocations and service delivery, in order to focus our efforts and align our activities to achieve our community’s vision.To ensure that the community’s changing aspirations are reflected, a minor review of the plan is undertaken every two years, and a major review every four years. We are currently commencing our major review, which is expected to be adopted in June 2025.The State Government is reforming the Local Government Act 1995, reforms are aimed at ensuring local governments better serve residents and ratepayers. By simplifying the framework local governments can better focus their resources towards service delivery instead of extensive planning.Proposed changes include the introduction of a Council Plan, which will replace some of the City’s existing key plans. It is expected that the Regulations will be approved and published mid this year, with Councils being required to have implementation completed by June 2026.Our Council Plan, like our current Strategic Community Plan will outline the community's strategic priorities, vision, and desired outcomes for the next 10 years, offering a cohesive and collaborative roadmap for the City's four-year delivery program of actions. We will be taking applications in four categories;<ul><li style="text-align: left;">Kwinana Person of the Year</li><li style="text-align: left;">Kwinana Senior Person of the Year</li><li style="text-align: left;">Kwinana Aboriginal Person or Group of the Year </li><li style="text-align: left;">Kwinana Group of the Year</li></ul>Applicants will demonstrate;<ul><li>Significant contribution to the local community,</li><li>Demonstrated leadership on a community issue resulting in the enhancement of community life,</li><li>A significant initiative which has brought about positive change and added value to community life, and/or</li><li>Inspiring qualities as a role model for the community.</li></ul>Please note that self nominations, or nominations of an immediate family member will not be considered.Our Kwinana young people will be recognised by way of a separate awards process at the annual <a href="http://www.lovemykwinana.com/lyrik">LYRiK Awards.</a>To nominate please use the Nomination Form below! <hr>PRIZESEach of our category winners will not only take home the honour of being recognised as an outstanding community member, they will also receive a suite of prizes to recognise their contribution to the Kwinana community.Each winner will receive a prize package valued at $2,000 including;<ul><li>A framed certificate</li><li>A trophy</li><li>Their name on the City of Kwinana Honour&#39;s Board inside the Kwinana Library</li><li>$250 Gift Voucher</li><li>$600 capacity building grant for the winner&#39;s chosen Kwinana club or organisation (or a donation to a not-for-profit charity if the winner isn&#39;t affiliated with a local group). This can be used for things like running training courses, engage a specialist to help with governance, accessibility or marketing, or for small equipment purchases.</li><li>$1,000 contribution towards an event of their choosing, ideally within the club or orgnaisation they volunteer with, where the certificate and trophy will be presented by the Mayor or their representative, This could be at the club end of year wind up, a social gathering or fundraiser. City Officers will work with the winner on how to best spend this money.</li></ul>

We&rsquo;re reaching out to gather your feedback on a proposal to improve road safety on Christmas Avenue, between Gilmore Avenue and Orelia Avenue, Orelia. As part of our ongoing efforts to make our community safer and more liveable, we&rsquo;d love to hear your thoughts! Background We&rsquo;ve assessed Christmas Avenue in response to concerns raised by the local community. Traffic surveys show that vehicles are travelling at speeds of up to 60 km/h (the posted limit is 50 km/h), and there&rsquo;s a noticeable amount of &ldquo;rat-running,&rdquo; where drivers use Christmas Avenue to avoid busier intersections. This road also plays a key role for cyclists and children walking to local schools and Orelia Park. What&rsquo;s Being Proposed: We&rsquo;re proposing to install Speed humps along Christmas Avenue. These low-profile, Watts profile safety platforms are designed to:<ul type="disc"><li>Reduce vehicle speeds and accidents.</li><li>Be cost-effective to install and maintain.</li><li>Help reduce traffic volumes and discourage through traffic.</li><li>Provide a visual cue for drivers to slow down and adjust to a safer driving environment.</li></ul> <div class="fr-img-space-wrap"><img src="https://s3-ap-southeast-2.amazonaws.com/ehq-production-australia/cda894302e777d3d9a5bb9c4eb1d4c1cf9d07975/original/1733439404/2cffc9dc5edd81f20ce2d3d63d1a9d4e_watts_profile_speed_hump.png?1733439404">An example of the proposed Speed humps, Watts Profile Safety Platforms </div>The speed humps will provide smoother transitions, reduce noise, improve emergency vehicle access, and enhance drainage. The City of Kwinana seeks your feedback on additional safety measures along Marri Park Drive. Marri Park Drive has been a hotspot for hooning and speeding for an extended period, resulting in multiple runoff crashes. While speeding and hooning are primarily law enforcement issues, the City is committed to enhancing road safety for both locals and road users. After thorough investigations, traffic calming measures have been identified as an effective solution to curb these dangerous behaviours. BackgroundThere has been a long history of community requests to install traffic calming on this road to reduce traffic speeds and improve safety. Previously, the City has already implemented centre and edge line markings to narrow the lane width and enhance delineation, which has shown some success in reducing speeds. However, these measures alone are insufficient to deter hooning behaviour. Implementing additional traffic calming measures is necessary to ensure the safety of all road users on Marri Park Drive. The City has secured Black Spot funding from Main Roads WA to help fund the design and construction of traffic calming measures along Marri Park Drive. The Black Spot projects identify road locations where crashes are /or unsafe driving behaviour is occurring or at risk of occurring. Share your experienceIt is important that the people that live and work in these areas can share their experience in relation to traffic issues in their local neighbourhood. We want to insert this knowledge in the design process, to create traffic plans to address local issues. Amendment t to the Mandogalup East Local Structure Plan (MELSP) has been lodged with the City of Kwinana in accordance with the Planning and Development Regulations 2015.Amendment 1 proposes to include an additional 37ha of land within the MELSP as an extension to Florence Estate, and will guide subdivision of the land for residential development.The Western Australia Planning Commission (WAPC) is the determining authority for approval of structure plans. As a local government, the City is required to provide a report to the WAPC.Amendment 1 has been prepared by town planning consultants on behalf of Satterley Property Group (the land owners). Amendment t to the Mandogalup West Local Structure Plan (MWLSP) has been lodged with the City of Kwinana in accordance with the Planning and Development Regulations 2015.Amendment 1 proposes to include an additional 24.5ha of land within the MWLSP as an extension to Apsley Estate, and will guide the subdivision of the land for residential development.The Western Australia Planning Commission (WAPC) is the determining authority for approval of structure plans. The City of Kwinana has received a Joint Development Assessment Panel (JDAP) application for an Extractive Industry (sand extraction) at the above address. The proposal involves sand extraction for use in surrounding land development projects.Key details of the application include:<ul><li>Licensed extraction area of 5.83ha. Extraction to occur in 3 stages, with less than 2ha open to extraction at any given time.</li><li>Sand extraction yield of approximately 197,727m3 (316,363 tonnes) over a 4-year period, followed by one-year of site rehabilitation.</li><li>A maximum of 15 trucks (19m) expected on site per hour. The haulage route includes Orton Road, Bombay Boulevard, Thomas Road and Kwinana Freeway.</li><li>Potential for onsite screening of excavated material based on market demand.</li><li>Proposed clearing of approximately 0.58 hectares of vegetation on the site.</li><li>A Conservation Category Wetland (CCW) exists on the site. The excavation area will occur outside of the wetland to a maximum depth of 0.6m above the maximum ground water level monitored onsite.</li><li>Hours of operation: Monday to Friday 7am-6pm and Saturday 7am-12pm. The City has received an application for site works and use of the land for a &lsquo;Resource Recovery&rsquo; facility. The facility will produce mulch and fill products from recovered hardwood trees, which will then be sold by wholesale to the landscape and property development industries. Eclipse Soils proposes to operate the Resource Recovery operation on the site for a period of 3 years.The proposed development will include:<ul type="disc"><li>Use of existing bore field (for groundwater extraction)</li><li>Mulch Windrow and processing area</li><li>Collection sump</li><li>New office</li><li>Machinery storage shed</li><li>Landscaping areas</li></ul>These resources mulched and/or composted will produce:<ol start="1" type="1"><li>mulches capable of reducing evaporation and suppressing weeds</li><li>fine organics for inclusion in the production of water retentive, amended soils</li><li>structural fill products</li></ol>Eclipse Soils has applied to acquire a 200,000kL annual groundwater allocation from Synergy and will commission an on-site bore to provide water for dust suppression, compost manufacturing and soil blending, assist in stabilisation and compaction as well as the revegetation of the site. To ensure that the community&rsquo;s changing aspirations are reflected, a minor review of the plan is undertaken every two years, and a major review every four years. We are currently commencing our major review, which is expected to be adopted in June 2025. The State Government is reforming the Local Government Act 1995, reforms are aimed at ensuring local governments better serve residents and ratepayers. By simplifying the framework local governments can better focus their resources towards service delivery instead of extensive planning.Proposed changes include the introduction of a Council Plan, which will replace some of the City&rsquo;s existing key plans. We are planning for the future of the Kwinana City Centre!The City is developing a plan to guide how development will look in the City Centre over the next 10 years and what types of activities would be appropriate to meet the needs and wants of the growing community.This plan is known as a Precinct Structure Plan, and it will build on the vision and outcomes of the City Centre Master Plan developed in 2019.Following community consultation in November 2023 and a detailed site analysis of the Centre, the project team have now developed a design concept for the City Centre and would like your feedback!The design concept sets a vision and objectives for the City Centre and includes suggestion for public space enhancements, improvements to the movement network and suggestions for the different types of activities and building types that could be appropriate throughout the City Centre. BP Biorefinery: Lot 18 (1) Mason Road KWINANA BEACH (DA10810).

The City of Kwinana is seeking comment on the Casuarina Central Structure Plan (SP) amendment that has been lodged with the City for assessment.The Casuarina Central Precinct SP (SPN 2235) was initially approved by the Western Australian Planning Commission (WAPC) on 11 May 2021. This proposed amendment to the SP (&lsquo;Amendment 1&rsquo;) represents an extension of the existing SP area (referred to as the &lsquo;Expansion Area&rsquo;), in addition to minor consequential modifications to land within the existing SP area. The proposed modifications to both the &lsquo;Expansion Area&rsquo; and Existing SP Area are summarised as follows:<ol><li>Expansion Area: Expansion of Structure Plan Area to include Lots 1, 2, 23, 24 and portion of Lot 25 Orton Road, Casuarina and designation of land as &lsquo;Residential&rsquo;, &lsquo;Special Use&rsquo;, &lsquo;Parks, Recreation and Drainage&rsquo; and &lsquo;Public Purpose&rsquo;.</li><li>Existing SP Area: Modification to road classification and increase in road reservation width of &lsquo;Major Access Street&rsquo; (18m reserve) west of Primary School and playing fields to a &lsquo;Neighbourhood Connector&rsquo; (25m reserve).</li><li>Existing SP Area: Modification to Landgren Road intersection treatments and classification from &lsquo;Neighbourhood Connector&rsquo; to &lsquo;Major Access Street&rsquo; and removal of any road widening requirement consequently.</li><li>Existing SP Area: Change in land use designation of Local Centre site to Residential (R40-R60). Amendment 1</li></ol>&lsquo;Expansion Area&rsquo;The &lsquo;Expansion Area&rsquo; represents an area of land 21.93 hectares (ha) located between the approved Casuarina Central SP and the Casuarina North SP. Prior to subdivision or development of the land, an approved structure plan is required.As such, this amendment seeks to expand the approved Central SP area to encompass this land.Local structure planning for the inclusion of the &lsquo;Expansion Area&rsquo; has had due regard to district level planning for the Casuarina Urban Cell, including the need to accommodate district hard courts adjacent to the proposed senior planning fields and allow a key north-south Neighbourhood Connector through the Casuarina Cell to support consolidated urban development. Due regard has also been given to coordination of infrastructure between the northern and central precincts through the provision of land for a waste water pump station (WWPS) to service both precincts.The amendment for the &lsquo;Expansion Area&rsquo; establishes a set of land use, development and subdivision requirements to guide the form of development that is consistent with the accepted urban design principles of the approved SP and has clear regard for the identified issues and opportunities that affect the &lsquo;Extension Area&rsquo;. Proposed land use designations and reservations within the &lsquo;Expansion Area&rsquo; include:<ul><li>The existing Costa Mushroom Farm on Lot 1 has been designated as &ldquo;Special Use&rdquo; with a proposed permissible land use of Mushroom Production Facility and to allow an incidental office.</li><li>The western portion of Lot 2 has been designated as &ldquo;Parks, Recreation and Drainage&rdquo; and has a Power Easement notation over the area to support the protection of the Western Power easement.</li><li>A portion of Lot 2 is designated for &ldquo;Public Purpose &ndash; Water Supply Sewerage and Drainage&rdquo; to allow a sewer pump station to support the Casuarina North and Casuarina Central cells.</li><li>The remainder of Lot 2 and the entire Lot 23 Orton Road have been designated as &ldquo;Residential&rdquo; with a proposed density coding range of R25-R40.</li><li>Lot 24 and a portion of Lot 25 Orton Road are designated as &ldquo;Parks, Recreation and Drainage&rdquo; and will accommodate the District Sporting Ground and support the retention of the resource enhancement wetland (REW) on the land including the provision of a 30m buffer around the REW.</li></ul>Existing SP AreaAs a result of detailed planning to include the &lsquo;Expansion Area&rsquo; within the overall Casuarina Central Precinct SP, minor consequential modifications were required to be undertaken to the approved SP.Further investigations of the district movement network associated with the &lsquo;Expansion Area&rsquo; have identified the need to shift the alignment of the neighbourhood connector further west from Landgren Road to a more central location to improve opportunities to coordinate and implement a connection between Thomas and Mortimer Roads. Accordingly, modification to the road classification, intersection treatments and road reservation width from west of Primary School and playing fields from a &lsquo;Major Access Street&rsquo; (18m reserve) to a &lsquo;Neighbourhood Connector&rsquo; (25m reserve) is proposed under this Amendment. As a result of these changes to the district movement network, there is the need to downgrade the classification of Landgren Road to a &lsquo;major access street&rsquo;.In conjunction with this planning, a retail needs assessment also identified that the planned Casuarina Central Local Centre is not expected to be commercially viable in either the short term or longer term and should be removed from the Structure Plan area. Accordingly, the Local Centre is proposed to be removed from the SP area and replaced with Residential, with the density of the lots designated as R40-R60 to align with the surrounding R40-R60 density coding adjacent to the future primary school.No other changes to residential density designations, Public Open Space (POS), School Sites or Service Commercial areas are proposed within the existing SP area.Technical AppendicesTechnical reports relating to the environment, bushfire, odour, transport, landscaping, urban water management and servicing have been prepared as addendums to the original approved technical reports for the &lsquo;Expansion Area&rsquo;. This will allow new locations to be considered regularly without the lengthy process of Council adoption. The updated Policy will include a set of criteria for determining the trading locations to ensure that mobile food businesses do not unreasonably compromise the amenity of the surrounding residents, negatively impact fixed businesses or pose an unmitigated risk to the safety of the community. The Wandi District Activity Centre will become a community hub which will continue to develop over time. It will create a place for business and social interaction for residents from the surrounding community. The range of commercial uses will also serve the needs of the wider locality. This precinct structure plan has been prepared by town planning consultants on behalf of the owners of Lots 2 (No. 727) and 313 (No. 651) Anketell Road, Wandi pursuant to the City of Kwinana Local Planning Scheme No. 2 and Schedule 2 of the Planning and Development (Local Planning Schemes) Regulations 2015. Who will be the South Metro Champion?The South Metro Ride and Roll Skatepark Series is a collaboration across four local government youth development departments from the City of Cockburn, City of Kwinana, City of Rockingham and the City of Mandurah. The series will involve each local government hosting a qualifier round at a local skatepark with the finals taking place at the Kwinana skatepark. Competitors will need to qualify to make it into the finals. The top three from each of the divisions from each of the rounds will earn a place in the finals at Spearwood Skatepark, Cockburn. If by chance you have already qualified the next place down also qualifies. The numbers will be limited so be sure to register online. Vergeside Waste Collection InformationVergeside waste collection is a service provided by the City to collect a range of materials that cannot be disposed of in kerbside bins. These materials, collected from residential verges, are placed out for bulk material recovery or disposal. Verge collection services can be grouped into the following categories:<ul><li>Bulk Waste:<ul><li>White goods and metal products</li><li>E-waste</li><li>Mattresses</li><li>Furniture and other bulky waste</li></ul></li><li>Green Waste:<ul><li>Garden organics</li></ul></li></ul>The purpose of this review is to identify the optimal vergeside waste collection delivery model for the community. The aims are to:<ul><li>Improve streetscapes;</li><li>Reduce incidences of illegal dumping;</li><li>Minimise waste generation;</li><li>Maximise material recovery;</li><li>Offer cost-effective service;</li><li>Enhance data collection and reporting;</li><li>Improve service for residents; and</li><li>Increase service efficiencies.</li></ul>

Zone Programs Term 4

Events play an important role in supporting the growth of our community and provide significant social, cultural and economic benefits.The City of Kwinana seeks to ensure that all public events held in the City are conducted in a safe manner and meet the different legislative requirements and standards.The <a href="https://www.lovemykwinana.com/87789/widgets/412565/documents/265134">Draft Events Policy</a> aims to provide a <a href="https://www.lovemykwinana.com/87789/widgets/412561/documents/264893">framework</a> that ensures a consistent and equitable approach to the assessment and approval of public events. The City would like to simplify the application process for smaller events and to provide clarity to help event organisers better understand the approval requirements and timeframe. These documents can be found in the right hand menu on this page.The City wants to encourage event organisers to consider aspects of sustainability and accessibility, and to recognise Aboriginal culture when planning and delivering events.Following the adoption of the Events Policy, the City will be preparing a set of updated guidelines and updating the format of online event application forms.Written submissions on the Events Policy must be received by 4pm on 22 August 2023 and may be lodged below.Update - This policy was adopted at the Ordinary Council Meeting (OCM) on 15th September 2023 to improve the event approval process and support vibrant and active spaces that encourage community participation. Proposed Events Policy

This year&rsquo;s annual Love My Kwinana Photo Competition opened on Monday 4th September and closed Friday 22nd September.The theme for this year was Djilba Bonar (Djilba season). In the Nyoongar six seasons, Djilba is known as the second winter but is also the start of the explosion of flowers in the State&rsquo;s South West, so this year&rsquo;s collection of images exhibited at the Darius Wells Library and Resource Centre is filled with colour and nature.We would like to congratulate our category winners including Yashraj Singh for his image of a flowering tree submitted for the child category; Abbey Holland for her image taken in Parmelia for the youth category; and Aaron Brown as the adult category winner for his photo which the judges said showed amazing use of a blur technique called bokeh to separate the cockatoo from the tree textures.The judging panel also gave commendations to six more people including Thor Reye and Olive Watson for the child category; Jahli Waller-Roberts and Kody Roberts for the youth category; and David Schaller and Nola Hindley for the adult category.All entries were exhibited in the Carol Adams lounge at Darius Wells Community Resource and Library Centre and were displayed until 29 October.

Apex Rotary Park Upgrade

Sandringham Park is getting an upgrade and the playground equipment is being replaced. We do have an urgent matter though, and need to pull out the yellow roofed play equipment on Friday, 9 June. The reason is that the soft fall is breaking down and is no longer safe. The other play equipment station will be left for children to play on until we have completed the community engagement and are ready to install all the new equipment.The Basket Swing will be staying. Sadly though, the Basket Swing has been stolen and is currently out of action. An order has been put in to replace the basket and we have been told there is a wait time of up to 12-16 weeks for it to be delivered. As soon as it arrives, we will install it for you.For us to make sure we get the best outcome for the park, we would like to chat to you about how you use the park and hear your ideas for the type of playground equipment to replace the current ones. We have two ways to collect your feedback; an online survey which you can find under the Tools bar below and three Pop Up engagement sessions in June:Pop Up engagement sessions -1. KWINANA YOUTH ADVISORY COUNCILThe Kwinana Youth Advisory Council (KYAC) are a group of young people passionate about the Kwinana community, who want to help others and are committed to working together in a team.What does the Youth Advisory Council do?Each new year will begin with a Leadership Day for all members of the YAC. This will be a chance to get to know each other, share your perspectives and plan for the year. Mandy Grubb from the Medina Residents Group hosts a leisurely stroll through history within Medina. Through the walk participants learn about the people and places that contributed to the development of this unique suburb. A highlight of the walk is a stop at the Green Barista to sample their apple strudel.This walk is held every May, celebrating Medina&#39;s recognition by the National Trust as a historic precinct in May 2007.A self guided walk trail is currently in development.
