What is a Strategic Community Plan?

The Strategic Community Plan outlines the vision, aspirations and objectives of the community over the next 10 years. It's a strategic roadmap of where the community want to go and what it will look like when we get there.

The City has had a Strategic Community Plan since its original adoption in 2013, now with the exciting growth experienced by Kwinana and the abundant opportunities, now is the perfect time to reset the vision.

You can view the draft Strategic Community Plan 2021-2031 on this page. The draft strategic direction is also included in the Consultation Document.

The Strategic Community Plan must also be activated by a Corporate Business Plan, both of which should be informed by a Long Term Financial Plan, Infrastructure Strategy and Workforce Plan.

Why do we have to review it?

The State Government sets the requirements for a Local Government’s Strategic Community Plan through legislation, regulations and the Integrated Planning and Reporting Framework. The Local Government Act 1995 requires that the Strategic Community Plan undergo a major review once every four years. This review must take into account the community’s aspirations for the future.

    In 30 years, I would love to see Kwinana have more greenspace with more, bigger trees. I hope for cleaner streets, more community engagement and learning through arts programs, more emphasis on recycling bulk waste and reducing landfill filling. I hope the library remains to be a welcoming and wonderful place. I hope that it continues to be walkable and a beautiful place to live.

    I would like to see more acceptance of other religions and cultures. And more places for the youth to be kept off the streets.

    I hope in 30 years time... That Kwinana hasn’t really changed. Yeah sure a little less crime, okay maybe a lot less crime. A few scientific advances here and there.

    But I honestly hope that when I show my kids where their dad grew up I can say here’s the house I grew up in. Not “here’s where the house I grew up in used to be”.
