What is a Strategic Community Plan?

The Strategic Community Plan outlines the vision, aspirations and objectives of the community over the next 10 years. It's a strategic roadmap of where the community want to go and what it will look like when we get there.

The City has had a Strategic Community Plan since its original adoption in 2013, now with the exciting growth experienced by Kwinana and the abundant opportunities, now is the perfect time to reset the vision.

You can view the draft Strategic Community Plan 2021-2031 on this page. The draft strategic direction is also included in the Consultation Document.

The Strategic Community Plan must also be activated by a Corporate Business Plan, both of which should be informed by a Long Term Financial Plan, Infrastructure Strategy and Workforce Plan.

Why do we have to review it?

The State Government sets the requirements for a Local Government’s Strategic Community Plan through legislation, regulations and the Integrated Planning and Reporting Framework. The Local Government Act 1995 requires that the Strategic Community Plan undergo a major review once every four years. This review must take into account the community’s aspirations for the future.

    A great place to live, raise family and a community which cares for each other. Obviously if work opportunities could increase locally then that would be no.1 thing but keeping the environment safe as well.

    The future Kwinana has:
    1) Interconnected paths suitable for electric bike and pedestrian that link suburbs or significant places like shops within suburbs to other places with minimal interaction with vehicular traffic.
    2) Off lead dog parks close by with doggy poo bags and bins and water fountains provided.
    3) At least one park in each suburb with outdoor gym equipment accessible and natural playground equipment.
    4) A major shopping precinct that is programmed to be vibrant, attracts a mix of fashion stores and key larger outlets and caters for diverse cultural food palettes.

    The City of Kwinana is a destination for people who want to see the best birdlife and the most amazing wildflowers in the metropolitan area.

    Native bushland and an abundance of trees allow wildlife to flourish and birds to nest and work has been done to upgrade facilities for local residents and visitors to the area to enjoy this natural beauty without impacting upon it.

    Kwinana is a community of people who are striving for a better, more sustainable future — residents share produce from community gardens, are invested in community-led solar projects and culture in a vibrant multi-cultural society.

    The council has closed the churches and cancelled Christmas the cost of the council is borne by rate payers having to take out loans for events they cannot attend
