Project Overview

    What is being built, and where?

    The project includes a Large Community Facility (adjacent to Wellard Primary School) and the already established Local Sporting Ground McWhirter Oval. These facilities will feature changerooms, multipurpose spaces, and community amenities designed to serve 3,156 residential lots in Wellard West and the greater Kwinana Community.

    Who is funding this project?

    The City of Kwinana and developers jointly fund the $6,2M infrastructure through a per-lot contribution system ($2,999.10 per lot). Contributions cover construction and sustainability features.

    How does this align with sustainability goals?

    The design uses low-CO₂ materials (recycled steel, low-VOC paints) and energy-efficient features like natural ventilation, shaded areas, and rainwater harvesting. A zero-waste policy ensures 90% of construction debris is recycled.

Community Impact

    Will local heritage or ecosystems be affected?

    No culturally significant sites will be disrupted. Ecological surveys guided buffer zones around sensitive habitats, and native landscaping will be used to support biodiversity.

    How will construction disrupt daily life?

    • : Phased construction schedules and noise barriers will minimise impacts. Real-time traffic updates will be shared via this engagement platform.

    • : The Oval car park will be closed for the duration of the project to allow for the site offices, material drop down location and the build site. 

    What long-term benefits will residents see?

    • A 650m² community facility with a commercial kitchen, meeting rooms, and public toilets.

    • Additional seald parking bays for the school and the oval.

    • New sports and activities to the area. 

    • New spaces for the public to use for private events and hire. 

Safety and Environment

    What safety measures are in place?

    • Daily hazard assessments and mandatory PPE for workers.

    • AI-powered monitoring systems and bi-monthly emergency drills.

    • The site will be fulled fenced to ensure no public access to the works site

    How will stormwater be managed?

    in the new carpark will reduce reliance on soak wells, addressing the high water table issue. Drainage systems comply with City of Kwinana’s flood management standards

    What happens if environmental damage occurs?

    Immediate containment protocols will activate, with incident summaries shared on the platform within 24 hours. Third-party auditors will review mitigation efforts.
