The City has received an application for site works and use of the land for a ‘Resource Recovery’ facility. The facility will produce mulch and fill products from recovered hardwood trees, which will then be sold by wholesale to the landscape and property development industries. Eclipse Soils proposes to operate the Resource Recovery operation on the site for a period of 3 years.

The proposed development will include:

  • Use of existing bore field (for groundwater extraction)
  • Mulch Windrow and processing area
  • Collection sump
  • New office
  • Machinery storage shed
  • Landscaping areas

These resources mulched and/or composted will produce:

  1. mulches capable of reducing evaporation and suppressing weeds
  2. fine organics for inclusion in the production of water retentive, amended soils
  3. structural fill products

Eclipse Soils has applied to acquire a 200,000kL annual groundwater allocation from Synergy and will commission an on-site bore to provide water for dust suppression, compost manufacturing and soil blending, assist in stabilisation and compaction as well as the revegetation of the site. It may also provide an emergency ‘fast fill’ backup supply for the local fire brigade.
