The City of Kwinana is seeking community and stakeholder comment of the Draft Local Commercial and Activity Centre Strategy (LCACS) until 30 June 2023.
The purpose of the LCACS is to provide a framework for the growth and development of the City’s retail and commercial centres so that there is a viable and accessible network of functional and attractive activity centres that will meet the future needs of the community. The City Centre will remain the principle retail and service centre in the City (Secondary Centre), suitable for specialised retail, entertainment, medical services and office uses.
The findings of the draft Strategy will be included in the City's draft Local Planning Strategy which is also available for community and stakeholder comment until the 30 June 2023.
The draft LCACS forecasts that by 2042 retail and commercial land uses in the City may increase by an additional 170,000m2(a 60% increase on the 2021 floor area). The draft LCACS is based on robust modelling and analysis to ensure that a hierarchy of activity centres will be distributed throughout the City to provide a range of goods, service and activities that is accessible and will meet the needs of the community.
Retail modelling was undertaken to predict the future retail demand and expansion of activity centres and determine whether future and potential activity centres would be viable.
The Draft LCACS is consistent with the Draft State Planning Policy 4.2 - Activity Centres (WAPC 2020) and will then be included in the City’s Draft Local Planning Strategy to be implemented through subsequent stages of the planning framework.
Next steps
Progressing the Draft LCACS will involve the following steps:
Advertising the Draft LCACS between 22 May 2023 until 30 June 2023.
Consideration of submissions received during the advertising period by the City of Kwinana
Consideration of Draft LCACS (and the submissions) by Council
Adoption of the Draft LCACS (modified as required)
Your feedback will help inform any modifications to the Draft Local Planning Strategy before it is returned to the Western Australian Planning Commission for final consideration.
